Job Title: Senior Programme Manager

HelpAge International is the secretariat to the HelpAge Global Network, which brings together a wide range of organisations and individuals working to promote the rights and meet the needs of older women and men, nationally and/or internationally.
HelpAge International wishes to recruit a Senior Programme Manager (SPM) that will be based in Dar es Salaam with regular travel to the field.

Job purpose
To lead the development, coordination of HelpAge International programmes in Tanzania; ensure Protection of vulnerable groups and their Inclusion is consistently mainstreamed in HelpAge’s response, linking humanitarian and coordination nexus, effective and professional management of programme implementation in line with HelpAge’s organisational policies, values and frameworks.

Person Specification
    A post graduate degree or equivalent with extensive professional experiences of not less than five years in senior management level
    Proven Experience of working with government ministries of health, Community Development and Elderly
    Demonstrated strong ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc
Role and Responsibilities
    Provide leadership in program strategy development on priority themes of social protection, health and care, both in development and emergencies contexts
    Assist the Country Director in the operationalization and implementation of the business plan and track progresses made and take corrective actions
    Building and Maintaining good relationship with key government ministries and UNHCR
    Lead the process of affiliation/partnership development with relevant local NGOs and other stakeholder to achieve country strategic objectives
    Contribute to the development of a country level funding strategy and develop high quality funding proposals to seek donor funding
    Provide a key linkage between humanitarian and development work and ensure there is good communication and information flow between Dares Salaam and Kibondo office.
    Provide technical guidance on protection and inclusion of People with Specific Needs (PSNs) in humanitarian and development programmes.
    Work closely with Emergency and Recovery Manager to ensure production of regular context analysis updates on key protection trends among Refugees specifically PSNs and contribute to programme development discussions, monitoring and feedback mechanisms.
Contract Period is one (1) year with potential for renewal

This is a selection test which enables the government to select form one entrants for its schools. Students who get selected and those who are not, receive certificates.

The objectives of PSLE are to assess learner’s skills and knowledge gained in the different subjects at primary school level; to assess learners understanding of the basic skills and abilities in reading, writing and arithmetic and the extent that they can use such skills in solving pertinent problems in life; and identify learners with the capacity to continue with secondary education and other training institutions.

LIAISON OFFICER-MOSHI
Purpose of the position:
Manage the NO strategic partnership with Support Office major donors, sponsors and supporters, namely World Vision Korea major visits (including filming, churches, major donors) by providing timely and accurate reporting and updates on programming to meet ministry priorities and mutual transformation to achieve child wellbeing.
Promote deeper engagements with (potential) supporters and higher fundraising opportunities, especially through filming.
Major Responsibilities:
• Guests relations and coordination
• Ensure guests comply with WV Tanzania guest relations guidelines, policies and procedures
• Develop a task schedule and master calendar for all key operations or activities to be carried out by all WV Korea visitors.
• Coordinate and plan logistics needs for all visitors to World Vision Tanzania
• Coordinate with SO to host donor, sponsor trips in WV Tanzania by mobilizing key stakeholders and carrying out ADP pre-visit before donors come.
• Manage and coordinate SO (donors, sponsors and church partners) field visits, to ensure positive and predictable trip experiences.
• Ensure that tickets for WV Tanzania visitors are bought or re-confirmed on time and flight arrangements are made as per schedule
• Develop a profile/ Brochure on WV Tanzania’s visitors (Maintain a visitor’s profile book which should be signed by them before living the country)
• Provide visitors with WV Tanzania operational and country profile, child protection forms and security brief upon arrival or during their stay in the country as the case may be.
• Provide training of NO and ADP staff in donor relations to build capacity of NO and ADP staff to ensure that donor expectations are met
• Supporting filming visit and post-filming follow up
• Ensure government film licenses and necessary permits for media and marketing visits are obtained prior to the visit
• Take responsibility to coordinate with field staffs to identify and document child case stories for filming and submit to WV Korea
• Support all WV Korea filming visits as necessary
• Conduct post-filming support – work with field staffs to draft a proposal on support for filmed child/family
• Follow-up with the support to the filmed child/family and submit final report to WV Korea
• Keep track of filmed child cases, in case of any sponsors queries after the video is aired
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
• Master’s / Bachelor degree required with preference in communications, or related field of study
• Experience with non-government organization and understanding of transformational development preferred
Technical Skills & Abilities:
• Excellent communication and public relations skills with strong English language capability (written and oral) and ability to clearly communicate complex ideas and principles required
• English writing experience with either a news or marketing organization preferred
• Technical experience with video and still photography preferred
• Experience with personal computing, email and general office productivity software (e.g. Microsoft Office Suite) required
• High level of cross-cultural interpersonal skill, personal maturity, and proven ability to influence multiple stakeholders towards a common purpose
• Must be available for significant travel time to projects
Working Environment / Conditions:
• Work environment: Office-based with travel to the field
• Travel: 25% Domestic travel is required.
• On call: 15%

Job Description
PCI is a non-profit organization dedicated to preventing diseases, improving community health, and promoting sustainable development worldwide. With support from United States Department of Agriculture (USDA), PCI Tanzania will be implementing the final phase of Food for Education (FFE) programming in the Mara region (2017-2021). POSITION OBJECTIVES:
Operations Manager (OPSM) will oversee the finance and operations functions of PCI in Mara region, including finances, administration, logistics, information technology and human resources. The OPSM is responsible for ensuring the consistent stewardship of PCI resources and ensure adherence to all regulations while creating an environment for smooth, efficient, and compliant operations in the Musoma, Bunda and Butiama offices. OPSM will report to the Director of Finance & Administration (in Dar) and will partner and coordinate closely with the Program Director in Musoma

POSITION REQUIREMENTS:

Education Qualification:
Bachelor or Master’s degree in accounting, financial management, business management or a related field coupled with experience in similar position.
Candidates with an MBA, MSc, MA, plus professional qualifications such as CPA, ACCA, CFA, and or CIMA will have added advantage.
Knowledge of the US Government and other development donors funding rules and regulations is a plus

Experience:
Minimum of 5 years of senior management experience with organization with operations/budget in excess of $3 million a year and over 50 employees, preferably with a non-profit agency.
Knowledge of computerized accounting, experience in using ACCPAC package is a plus
Excellent competencies in MS office tools, especially EXCEL and proven competencies in project budget management and monitoring of financial expenses.
Demonstrated ability to thrive in a matrix management environment.
Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
Highly developed cultural awareness and ability to work well in an environment with people from diverse back ground and culture

Duties
The Head of Examinations will be responsible for   the management of the University examinations. The principal duties of the post holder, which are subject to alteration, are as follows:
