Job Description
The Project Manager will be responsible in collaboration with Touch leadership to develop and implement our new Healthcare Technology Management (HTM) project. The HTM project will build the healthcare technology management capabilities of a network of hospitals within Touch’s Treat & Train network and develop Bugando Medical Centre (BMC), a 900-bed referral hospital serving approximately one third of the country’s population, into a center of excellence for biomedical engineering services in the country. The HTM project will be integrated in the portfolio of Touch programs and will necessarily leverage existing resources and create synergies to maximize the impact of Touch activities in Tanzania. The Project Manager will drive the development, management and implementation of usually more than one project (although HTM is expected to be the main focus of this position),
managing partners and donors, setting milestones and ensuring completion, monitoring activities on the ground and reporting to senior management. He/she will work under the strategic direction of our Chief Program Officer and Executive Vice President, a former McKinsey Senior Engagement Manager, and supervision of Touch’s Program Managers located in Tanzania.

Responsibilities and Tasks:


Lead the full implementation of select projects and take full responsibility of project deliverables and milestones
Direct various activities related to the development of the Foundation’s projects, working in collaboration with senior management, program leadership and program funders
Prepare, manage and monitor project budgets and implementation workplans in collaboration with program team and financial management
Own and manage relationships with project partners, including sub-contractors, vendors and other local and international partners, ensuring that they deliver on agreed upon objectives within time frame and budget
Collaborate with program team to undertake effective monitoring and evaluation of the projects
Conduct data analyses and prepare reports on project implementation progress and impact for management, donors or other stakeholders
Assist with compliance with USAID and other donor requirements, Government of Tanzania relevant regulations, and organizational policies and procedures

The role

WFP and the Bill and Melinda Gates Foundation (BMGF) have partnered to accelerate on-the-shelf availability of health commodities through sustainable solutions across 16 countries.

SOLVE (Supply Optimization through Logistics Visibility and Evolution) is a new and innovative approach to strengthening health supply chains and directly responds to the clarion call made through Agenda 2030, SDG 17 ‘Strengthen the means of implementation and revitalize the global partnership for sustainable development’.

Under the direct Supervision of the in-country Project Manager, the Supply Chain Officer will perform the following duties:

1. Participate in the formulation and implementation of supply chain strategies, business models and solutions to meet operational requirements.

2.  Participate in the development of the country’s retail engagement strategy, in consultation with relevant stakeholders.
3.  Identify and implement actions to increase the efficiency of the Retail Supply Chain and improve the overall availability and affordability of beneficiaries and local population.
4.  Identify and implement actions to increase in purchasing power for beneficiaries and other customers through implementation of best practices such as aggregated demand planning, sourcing and delivery or by improving supplier selection.
5. Train and develop the WFP staff in country so WFP creates local retail talent within the Country Office teams.
6.  Undertake supply chain maturity evaluations to identify critical supply chain constraints.
7. Undertake supply chain mapping, stakeholder analysis, etc… of key service users.
8. Represent WFP at operational implementation and monitoring meetings with internal and external stakeholders. Fosters relationships with key change agents.
9.  Contributes to quarterly workshops through facilitation, organisation and planning.
10.  Conduct field visits to stakeholders and activity sites to monitor and propose improvements for accelerated supply
chain maturity.
13.  Perform other related duties as required.

Minimum Qualifications

Education: University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field.

Experience:
• 5 – 7 years of experience in Supply Chain preferably in the private health sector.
• Experience in Network Design, Supplier Selection, Merchandising, Retail Planning, Buying, Negotiation, Allocation, Replenishment and in-store operation.
• Experience in customs clearance especially for health related commodities.
• Experience in implementing/setting-up supply chain improvement and optimization initiatives to achieve cost efficiency, improved agility, reliability and quality.
• Experience in developing and managing relationships and national capacity building initiatives with private sector and/or government organizations.

Knowledge and Skills:
• Proven ability to communicate a clear vision and inspire, motivate and coach a team to achieve outstanding performance.
• Effective communication, stakeholder management and influencing skills.
Language: Fluency in both oral and written English and Kiswahili.

WFP Tanzania feels a great need for archiving and filling for its documents.  Its Archive room needs refreshment better organization. Furthermore, since the document classification framework is already very well defined at WFP, the assistants will have to rely on it to do the work

Under the direct Supervision of the Senior Admin Associate, the Administrative Assistant (Archivist) will perform the following duties:

1.Develop a document classification and archiving plan in accordance with MAP procedures to be consulted on the WFP website (WFPGo);

2.Centralize and ensure the classification of all documents and archives (institutional, programmatic, financial, administrative, etc.) existing within the framework of the functioning of the office;

3.Set up a document management plan;

4.Apply records retention procedures in line with WFP's prescribed lifespan;

5. Establish, in liaison with ICT, a computerization system for documents and archives;

6. Establish the list of requirements for archiving

7. Strengthen the capacity of the administrative staff for the management archiving

8.Supervise and monitor at destruction site all the files overdue retention period

9.Coordinate all the units on how to maintain the filing

10.Train the Admin Assistant in charge of Archive, how to manage it.

Minimum Qualifications

Education: University degree/Post-secondary Certificate preferably in Records Management.

Expected Results:
• A list of essential documents is produced;
• Very clean, well-organized archive is in place
• All documents and archives existing within the framework of the functioning of the Office are centralized and well classified;
• The classification and archiving plan of documents is available;
• The Document Management Plan is available;
• Computerization of documents and archives

CLAIMS OFFICER

Job Purpose:

The Claims Officer will be responsible for reconciling insurance claims by validating the
information on all medical claim forms from patients seeking payment from their insurance
companies. The incumbent may be required to travel within Tanzania.
Key Responsibilities:
• Process insurance claims
• Maintain records of claims invoices
• Update daily collection reports by matching reports with services provided to
corporate clients
• Provide advice to clients on making a claim and the processes involved
• Collect accurate information and documentation to process a claim
• Monitor the progress of claims
• Ensure fair settlement of a valid claim
• Maintain quality customer service by responding promptly to client inquiries
• Handle any complaints associated with a claim
• Any other duties assigned by the Clinics Management

MINIMUM REQUIREMENTS

QUALIFICATIONS AND EXPERIENCE

• Bachelor’s Degree in Insurance, Business, Accounting, Finance or a related
discipline
• 2 years’ experience working as a Medical Claims Officer
• Knowledge of social work will be an added advantage
Skills and Abilities:
• Must possess knowledge of medical terminology
• Must be dependable, exhibit strong initiative, and be self- motivated
• Must possess excellent communication skills and experience in establishing and
maintaining effective working relationships
